The Members of Parliament Local Area Development Scheme (MPLADS), a
Central Sector Scheme was announced in parliament on 23
rd December 1993. Under the scheme, each MP has the choice to suggest to the District Collector for works to the tune of Rs.5 Crores per annum to be taken up in his/her constituency.
Objective
To enable Member of Parliament to recommend works of developmental nature with emphasis on creation of durable community assets based on locally felt needs in their constituency.
Areas of development under MPLADS
Some of the priority areas of development under the scheme are:
- Drinking Water Facility
- Education
- Electricity Facility
- Non-conventional energy sources
- Health, Sanitation and Family Welfare
- Irrigation Facilities
- Railways, Roads, Pathways and Bridges
- Sports
- Agriculture and Allied Activities
- Cluster Development for handloom
- Urban Development
Constituency of Development
- Lok Sabha Members can recommend works within their Constituencies
- Elected Members of Rajya Sabha can recommend works within the State of Election
- Nominated Members of both the Rajya Sabha and Lok Sabha can recommend works anywhere in the country
Implementation of Scheme
The Ministry of Statistics and Programme Implementation has been responsible for the provision of guidelines, release of funds and prescribing monitoring mechanism for implementation of the Scheme
Bifurcation of fund utilization
The MP’s must be recommend the work as per guidelines below:
- At least 15% of the annual outlay of funds must be utilized on areas inhibited by Scheduled Caste Population
- At least 7.5% of the annual outlay of funds must be utilized on areas inhibited by Scheduled Tribes Population
- In order to encourage trusts and societies for the betterment of tribal people, the ceiling of Rs. 50 lakh stipulated for building assets by trusts and societies which can be increased to Rs 75 lakh on subject to certain conditions
- Expenditure on non-development expenses like administrative expenses is not permitted under the scheme
The funds under the scheme are released directly to nodal District Authorities on receipt of requisite documents.
One MP – One Idea
In order to foster a grass-root bottoms-up approach to innovation and development and to arrive at solutions for local problems, which are sustainable and scalable, there is a need for seeking out and campaigning for ideas that have the potential to solve challenges. Accordingly, based on the innovative ideas received from the local people regarding developmental projects, a ‘One MP – One Idea’ Competition may be held in each Lok Sabha constituency annually to select the three best innovations for cash awards and certificate of appreciation for next five best innovations.
Cash awards of Rs. 2.5 lakhs, Rs. 1.5 lakhs and Rs. 1 lakh will be awarded to the first, second and third prize winner respectively.

- The government has allowed utilisation of Members of Parliament Local Area Development Scheme (MPLADS) funds to set up oxygen manufacturing plants in government hospitals/dispensaries as a one-time measure till the end of FY22
