Public housing programme is one of the instruments of poverty alleviation in India. Rural housing programme was first started with Indira Awas Yojana(IAY) in 1996 to address the housing needs of rural poor. After addressing certain gaps in IAY and in view of government’s commitment to provide “Housing for All by 2022”, the scheme of IAY has been re-structured into Pradhan Mantri Awas Yojana – Gramin (PMAY-G) with effect from 1st April, 2016.
Objective of Pradhan Mantri Awas Yojana – Gramin
To achieve “Housing for All by 2022”, when the Nation completes 75 years of its Independence. The mission seeks to address the housing requirement of rural poor.
The objective of Pradhan Mantri Awas Yojana – Gramin is to provide pucca house to 1 crore household living in kutcha/dilapidated houses in three years from 2016-17 to 2018-19.
Important features of the scheme
- Minimum size of house: 25 sq mt
- Unit Assitance:
- Rs 1.20 lakh in Plains
- Rs 1.30 lakh in Hilly states and difficult areas
- The beneficiary is entitles to 90/95 person days of unskilled labour from MNREGA
- The cost of unit assistance is to be shared between Central and State governments in the ratio 60:40 in plain areas and 90:10 for North Eastern and Himalayan states
- The beneficiaries are selected based on data from Socio Economic and Caste Census (SECC), 2011
- All payment to the beneficiaries will be through Direct Benefit Transfer into bank accounts
- Provision of assistance (Rs 12000/-) for toilets through convergence with Swacch Bharat Mission – Gramin, MNREGA or any other source of funding
- Setting up of National Technical Supporting Agency (NSTA) at national level to provide technical support in achieving the target.
- If the beneficiary so chooses, he/she is facilitated to avail loan of Rs 70,000 from financial institution
- Special projects to be sanctioned by Ministry of Rural Development.
